The UK and US have hammered out a landmark commercial pact that will maintain zero tariffs on UK drug products going into the US market.

The Terms of the Deal

Under the terms of the agreement, the UK has committed to raise spending on medicines through the public health system. This pledge secures that duties on these crucial products will remain at zero for a timeframe of the next three years.

This deal is in response to previous statements to significantly raise duties on branded pharmaceutical imports, with potential rates floated reaching 100%.

"This agreement between the Britain strengthens the international landscape for new treatments and brings long-overdue fairness to transatlantic drug exports," an announcement noted.

Trade Significance

Drugs represent one of the UK's largest exports to the United States, which is by far the biggest market for large companies like GSK and AstraZeneca.

Statistics indicate that in the 12 months to the end of the third quarter, the UK exported pharmaceutical products worth billions to the US. This figure accounted for a significant portion of total UK exports in that timeframe.

"This deal protects employment, boosts capital expenditure and paves the way for the UK to become a international leader for biotech and pharma," a minister stated.

Detailed NHS Changes

The deal involves several key changes from the UK:

  • Revised Affordability Limit: The UK will increase the price threshold at which it considers new treatments to be too expensive by a quarter.
  • Higher Drug Budget: There is a goal to raise total public funding on drugs from 0.3 percent of GDP to 0.6 percent over the next decade.
  • Payback Limit: The sum drug companies must return to the NHS to prevent overspending will be limited at 15%. In the past, rebates topped 20%.

Industry Background

This agreement follows a long-running tension between the drug companies and the UK government over medicine costs and regulatory access.

This friction were intensified by arguments that US patients were charged significantly more for the same drugs than patients in the Britain and the EU.

In recent months, several significant drug company projects in the UK have been delayed or abandoned, while major funding commitments have been announced toward American operations.

One official acknowledged that the NHS had to spend more on treatments, noting that its expenditure on drugs had declined as a share of its resources over the previous ten-year period.
